crucible user doesn't get license when under proper license group

note: I already request to atlassian support, jut want to see if anyone else experience similar problem.

our setup:
we use crowd to manage user authentication and authorization for crucible and fisheye. and having "automatically assigned to" group setup (ficr-users), when user first log into crucible, he/she will be added into ficr-users group.

issue:
when crowd add user into licensing group (ficr-users) and user do in this group. but user still doesn't have access to fisheye and crucible. (I can see red "no access" label under user detail)

workaround:
1. restart crucible and fisheye
2. manually remove ficr-users group from crowd and add it back again.
