Why can I only start 5 repositories ......

Why can I only start 5 repositories on my crucible starter license when it clearly says unlimited repositories and 5 users?

Fisheye is having a starter limit of 5 repositories (+ 10 historical commiters on a repo), Crucible 5 users.. Probably you have both installed and that is why it is confusing.

so what about 5000+ repos ? i have 5000 repos and which are showing stopped. I want to start them all. How can we do it ?

Appreciate your help ! i am stuck due to this problem in my environment.
