Is there a way to notify other users to update their review due to changes made by a plugin?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
Have a plugin that can modify/update data. User A modifies this data in their browser. How can the plugin [javascript, java] notify other users that the review needs updating?
For example, user A modifies a comment. Other users are notified that the comment changed and they may update the review data.
