Unfortunately Internationalization is curerntly not supported in FishEye Crucible.

Please see the following feature request for more details:

We encourage our customers to cast a vote and add their comments on the feature request, however in this case the issue is set to closed - "won't fix", this is down to the feature request having low popularity, so we can't make guarantees that this will be implemented in the future.

One suggestion would be to have a browser like Google Chrome do the translating for you. If your customer right clicks on the page and clicks "Translate to .." chinese is one of the options that you can "always" translate english to.

I hope that helps!

Thanks for your help, but I have another question.Could I only modify the login page in Chinese? How should I modify the code to implement this feature?Look forward to your reply.

I'm not sure to be honest, but maybe someone else on community will have some ideas.

You can use "Translation for JIRA Service Desk" add-on for this.
I have already used this for ur portal creation, where we translate all fields, field help and all portal contents to the German language from English.
