Please note that in standard Fisheye/Crucible installation all JSP and tag files is empty (content/WEB-INF/jsp and content/WEB-INF/tags). The reason is that Fisheye/Crucible comes with precompiled JSP files.
In order to customise JSP templates you have to install the JSP-source build of Fisheye/Crucible. You can get it if you own a commercial license. See this article:
