How do you add an external Repository?

We are trying to follow the instructions at this link: https://confluence.atlassian.com/display/FISHEYE/Adding+an+External+Repository

But we only get to step 2 and don't see the Repository Link referenced. We are new to Attassian (a couple of weeks) so very sorry if this is a basic question that's been answered many times before (couldn't find anything recent on it).

This is a restriction of the OnDemand installation.
An overview of the restrictions of OnDemand is listed on the Restricted Functions in Atlassian OnDemand page.
In the FishEye and Crucible section it states:

Restricted Function: External SVN repositories
Configurable on Request?: No
Notes: Only the internal Subversion repository can be used. Feature request is JST-710.
