We aim for 100% review coverage for most of our system, however, there are times where a developer may deem that a review is unnecessary.
If a review is unnecessary, then that review shouldn't be factored into the review coverage calculations.
Other than creating a review and closing it immediately, is there a way to flag a commit as 'no review required'?
