Can I buy 50 Crucible licenses but only 10 Fisheye licenses?

I am looking to buy Crucible for my teams. While all of the 40+ devs need access to the Crucible part of the tool. I only need the 5+ leads to have access to Fisheye.

Is it possible to combine these 2 license sets and still have the full experience for the 5+ team leads?

You can have different tiers licenses for Crucible and Fisheye, but when using Fisheye&Crucible, Fisheye license must have an equal or greater number of users to be compatible with Crucible. 

Any user who has permissions to access Crucible has permissions to access Fisheye as well. Any user who has access to Fisheye might not be permitted to use Crucible.
