Are the Fisheye licenses linked to JIRA licenses?

We are currently thinking of upgrading the number of JIRA licenses to the 25-50 license band. However we only have a few users using our Fisheye installation. We use the JIRA to FIsheye connector plugin.

Do we have to upgrade the number of Fisheye licenses as well?

JIRA and Fisheye licenses are independent of each other. As Tim said, if you want to access Fisheye source information from JIRA using more number of users, then Fisheye license should also be increased. But if you are using a common account or something to access Fisheye info from JIRA (using basic auth), it doesn't matter.

If these extra users in JIRA needs to use Fisheye, then yes.
