What tooling is Atlassian using to run the community.atlassian.com site?

For some reason, I can't seem to pinpoint if community.atlassian.com is using Confluence, or some third party tooling. It looks much more refined than even the Atlassian Documentation site. So the question is really more like can this be done with Confluence?

It's using the Lithium board software, which is totally different to Confluence.

Hi Jeff - It's Lithium, not Confluence.
