Unable to install Jira Server via wget in CLI

Can I check how can I install the Jira software directly from the web. Whenever I tried wget, it shows "2019-03-15 09:56:13 (6.05 MB/s) - Read error at byte 14704155/311239722 (Connection reset by peer)."
I've also tried using elinks. It might be due to an authentication issue. How am I able to find your SSL cert if so?
Otherwise, kindly advise how do I solve this issue. Thanks!
