I have heard this phrase before and it reminds me a bit when I was young in gym class we were split up into teams to play soccer. They assigned two captains and those two kids got to choose who is on their team. So all are invited to play but the one chosen at the end by default can feel unwanted. So in my opinion inclusion has to be be authentic or else to the recipient it can feel isolating. Not sure if they ever do that in gym class anymore or if they have a better way of picking teams.
