The way to achieve this Call

I think there are different ways to achieve this. You can try the Webhooks from Jira, but you can't change/configure the body/payload there.

Or you use an app like scriptrunner and create a short script that does the call.
There will be probably many other apps that will allow you to do this.
I'm not sure, but I think automation can do something like that also.
