Why there is no Azure AD synchronization during Crowd Evaluation?

Is it a feature or a bug?

I run an evaluation for Crowd and configured it with the Azure AD. The test is successful. But there is no sync.

Not much to go on, but is the directory set to have Cache enabled? (Should be on the first page of the directory settings).
