Has anybody able to reach to Atlassian for such bug and how it was fixed?
Note: Support is not available, due to entry level for crowd up to 50 users (for 11 U$ in Australia), but Jira/Confluence has commercial support up to 50 user.

Got support from Atlassian on jira channel as issue was impacting Jira. Work around:
* Install trial license;
* Disable users (UI/DB);
* Reinstate proper license.
Old version of Crowd has double counting bug and needs to be upgraded.
What does the licence on your my.atlassian account say? For when is it valid and does the numbers of people match the 50 users you're reporting here?
What is the error you get when you try to paste in the current licence key?

This could be the problem - amending an Atlassian database can easily render the system non-functional (as well as unsupported). Could you restore the database from the backup you took before making the changes and try upgrading that instead of the potentially broken one?

The issue in crowd is not allowing user management and demanding new license ...
Imagine you have some passive users and suddenly got 51th. Without work arounds you are forced to upgrade. See workarounds below (using Trial license).
