I need to be able to verify which Users are in fact watching a Space or a page so that we can verify that the whole group is receiving email alerts when content is added/changed.
Apparently Space Administrators can do that somehow but this needs to be done by other than our system host (the official Administrator) on an as needs basis in each Space

no you did not miss the point ... that is precisely the problem - ONLY the Space Admin person can see that list.
We have people as the "owner" of the Space who is a User responsible for running the Space but is not a Space Admi9nsitartoir as such. This "owner" deals with all the activity in the Space so that our Space Administrator doesn't get bogged down across hundreds of Spaces. These diverse "owners" aren't given (dangerous) powers as full on Space Administrators perhaps a bit above their knowledge of how the system works.
Consequently these Owners, and even normal Users, need to see that listing of who is watching the Space

I may be missing your point, but any space admin has rights to see who is watching a particular space (or page) by clicking Tools>Watch>Manage Watchers (link). The 'Manage Watchers' link is only displayed in any particular page/space by those with Space Admin rights. Does that answer your question?
