unpacking PostgreSQL files for Confluence server DB

In this PostgreSQL guide (reccomended for Confluence server),

how do you unpack it? Im running Windows Server 2012, and this is at the edge of my technical knowledge...

Er, that's the source code for PostGres.  If you're asking about unpacking that, you probably are not at a level where you want to mess with the source.  I'd strongly recommend finding and using a PostGres installer instead.
