Why is it possible with this URL

http://jira-server:8090/signup.action?token=a619a932e78f49af 

that anyone, who is on our server ofcourse, can create a new Confluence user?

Only an administrator can make new accounts or am I wrong.

Second question:

We want to migrate from server to cloud. Can you assist us with this please.

Hello Marcel and welcome to the Community!

In regards to your question about user management on server, it really depends on how you have the user management configured and any authentication methods you have enabled. Meaning, If you have user signup enabled then users may create their own accounts. Further information on this can be found at Add and Invite Users and Manage Users.

For your migration question, we certainly can help. We have lots of self-serve resources available to help you discover, plan, and move forward with your migration to the cloud. Resources I'd recommend are;

  1. Plan your server to cloud migration 
  2. Migrate from Confluence Server to Cloud 
  3. Use the Confluence Cloud Migration Assistant to migrate 

Using the migration assistant is the easiest method to move to the cloud. We would suggest completing and ensuring everything moved and is functioning as expected post move as there are differences between our server and cloud products.
