In step one of Write a simple Confluence Space Blueprint you edited the src/main/resources/atlassian-plugin.xml. The info box mentions "the section='system.create.space.dialog/content' attribute is what makes the dialog available in the create space popup."

If you did not restart your instance after changing the file, Confluence will not have picked up the changes to the web-item for the create space dialog that you added to the file. Could that be the issue?

It is possible to have a custom Space blueprint without any add-ons. :)

ann- i think im not clear. i did not write a plugin to add blueprint. the document you are referring is writing a plugin. i do not know how to do that and i dont have SDK.

i just tried adding a global blueprint.
