Firstly, with the quick search (it should show results while you are typing, but it does not show them until you press Enter). Secondly, in the Search screen (once you do a search, you can’t do a new search in the search field).

Hmm, this might require a support case to help you better, but let's see what if we can find out further here first :)
Firstly, about the quick search, could you check in the Confluence administration if this feature has been disabled? For more info check this out - Configuring Quick Navigation
As for being unable to search from the Search results screen, could you clarify a bit more on what happens after you perform a search? Does the search bar grey out? If you have some screenshots it'd be a great help :D

Regarding searching from the Search results:
Perform a search
On the results you se the page lists the results -- e.g. one of 41 results
you will aslo see two search options, one in the upper right and one directly above the search results.
In the box above the results - key in a word to search for. Upon hitting enter or clicking on the magnifying glass, nothing happens.
