page edit bottom toolbar not bound to bottom of page

When editing a page in Confluence, the bottom toolbar is not bound to the bottom of the page. This makes it hard to read contents when editing.

Only appears to affect some pages. Seems to only affect Chrome (I'm on v77). Firefox and Safari on Mac are fine.

Confluence 5.9.7 reached End of Life on 24 November, 2017. I would recommend upgrading your instance to the latest, and see if the problem persists. 

In addition, we had a few security vulnerabilities this past spring, so we recommend that you perform this upgrade as soon as possible to prevent your instance from being compromised. For more information, have a look at Confluence CVEs and Common Questions.
