how to restrict users from creating new topics while asking a question. 

While searching for the topics if the topics are not found the question plugin allow the user to create a new topic, which i dont want to happen. How do i restrict the users from creating new topics while asking questions

There is no way out of the box to restrict the creating of new topics in Questions for Confluence. We have a request open to include that functionality in a future release:
