how to restor a site,do I need to restor the DB

I want to backup my confluence site, and I use the HSQL Database Engine . Do I need to backup this  DB ?

And if I want to restor this site, do I need to resotr the  DB firstly, then resotre the xml file?

Yes. You can use the existing backup functionality in the administration screen to back up your instance (https://confluence.atlassian.com/display/DOC/Site+Backup+and+Restore).
