how to make a knowledge similar to atlassian documentation using confluence?

I would like to create an external knowledge base similar to Atlassian documentation page using confluence?

Since no custom theme is supported with confluence cloud, is there any other way I can achieve this?  Thanks

Is this the view you're seeing and wish to replicate?

If yes, then I've got bad news for you, as this is done via a third-party add-on called Scroll Viewport by K15t, and it's only for Confluence Server.

What about this view did you like and wish to replicate?
