how to make a confluence page public

To make a page publicly available you need to turn on Anonymous Access.  See this page for information on how to do this.

Well the question is about a page. If you only want to make individual pages public, you have to make the entire space viewable by Anonymous access; then restrict the access for pages you don't want people to see (a real pain). So the easiest is to just create a public space viewable by all to hold those pages.
