how to grant access to only one user in confluence by restricting the whole organisation

I want to give access to a space to only specific users. And by default want to restrict access of view to rest of the organization. I can only see restrict view option. I want the vice versa. Is it possible in Confluence?

Yes.  In the space permissions, make sure only your specific users have "use space" permission.  Remove all the other users and groups.
