is it possible to customize layout of pdf exports in confluence cloud, we would like to add header footer and logo.

Yes, it is possible to customize the layout of PDF exports in Confluence Cloud via the PDF Layout and Stylesheets available both globally or specific to spaces.
To configure it globally you need to access the settings via the cog in the top bar at the right, scroll down the Settings till you hit the Look and Feel section, where you will find the options PDF Layout and PDF Stylesheets. The first will allow you to add a header and a footer, and the second will allow you to modify the styles applied in the PDF.
Per space is also done via the layout and stylesheet but to access it you will need to go via the Space Settings in the sidebar. Then choose the tab Look and Feel, and the PDF Layout and the PDF Stylesheet will be shown.
