creating & updating user accounts

We tried to create a new account today.  It would not allow us to give the account the proper name.  It automatically sticks the e-mail address into the name box.  All our other user accounts have the proper name in them (first name last name).  Did something change and if so, why?  We even tried to update the account to change what was in the name box and it would not allow us to do that.  Why???
