How do you manage groups in Confluence and JIRA?  Do you manage them locally or with LDAP?

In Confluence UserManagement go to user and security click on User directory then add JIRA directory and synchronise JIRA users and groups.

how safe is doing that on the production-staging

on the production-instance

I dont think it will effect your JIRA instance, better do it in your test instance
