dear all, 

We found the information as listed as below: (license details), Licensed Users : 500 (1 signed up currently)

And we also found the information as listed as below: Local Users :8052 (System Information)

How is the difference between Local Users and Licensed Users ? Thank you.

Local users is the list of all users brought over to Confluence from a LDAP or created in the local directory by an admin. But not all of them will be able to access Confluence.

Access to Confluence is limited using the global permissions and licensed user count is determined based on who can log in to Confluence.

Your users counts on the "Can Use" permission, set in the Global Permissions settings.
