confluence upgraded to 7.19.4, footer has bug

I have upgraded confluence to 7.19.4.
when I try to open in browser, on UI I could see 

Terms of Use printing 100 times in the bottom of UI page.

need help to fix this.

Perform the below steps and check if this solves your problem. .

1. Check if anything is added in Confluence Administration -->Sidebar, header and footer. Take backup of contents and remove it from confluence, refresh the page and check.
2. Check if any custom HTML is added in Confluence Administration --> Custom HTML sections. If added, take a backup of it in notepad or other apps, remove from the confluence and check .
3. Enter safe mode (i.e. disable all user installed add-ons), refresh the page and check. If Issue doesn't exists, then enable add-ons one by one, refresh the page and check which plugin is causing the issue. 
4. Check if someone modified footer-content.vm (https://confluence.atlassian.com/confkb/how-to-edit-the-footer-in-confluence-163415355.html) and ConfluenceActionSupport.properties files (https://confluence.atlassian.com/doc/modify-confluence-interface-text-197745.html). 
5. Stop confluence, clear plugin cache and restart. Check if still issue exists.
