confluence upgrade appears to be stalled

I'm running a test upgrade of Confluence 5.9.10 from a system that was running 5.6.3. Its not a large system.

Last message in catalina.out was "execute Rebuild of favorites index complete."

Then in the atlassian-analytics.log  that was followed by 

onboarding.notification.email.no.space.created.event

Its been 20+minutes and no messages in the log files, no response from a web page. No apparent cpu usage.

OS is Redhat Linux 6

Java 1.8.0_25

Postgresql 9.3

I disabled plugins before the upgrade.

Pilot error – I'd not made all the necessary customizations to server.xml.
