does confluence have a setting or plug-in that prevents certain users from copy and pasting the contents of a page?
No. This is pretty much nonsense for any web-based application.
When you serve up a page, the browser gets a load of stuff to interpret and display. That MUST include the contents of a page if you want to give it to the user, and hence, because the user's browser has it, they can do what the heck they want with it, including copying it.
There are ways to kind of disable copy/paste on web sites using JavaScript, but like Nic said they are easily gotten around.

yeah I figured just wanted since I was thinking of using confluence to post priority information and just prevent as much as possible making a copy.
