confluence data center closed/open network

Hello,

is it possible to use Confluence data center on a closed network and open network?

also is it possible to use some users onpremise and some on cloud?

or would this require seperate licenses?

Not sure what you mean for the first question - are you asking about using a Cloud infrastructure vs locally hosted?

For the second question, this would require two separate licences - Data Center and Cloud licensing is completely separate.
