Is it possible to approve comments before they are published in Confluence? I checked adhoc workflows plugin page, but I am not sure that they have comment approval feature.

As far as I know the mentioned plugin does not have this feature, however I would encourage you to contact the plugin developers to see if they have any plans implementing this.
We had a feature request for this to be implemented in Confluence natively but seemingly there was no sufficient demand to develop such a feature: https://jira.atlassian.com/browse/CONF-13202
