Login as admin, I'm unable to get to the Add-Ons page with "Page not found" error. Tried to restart the confluence service not does not work.
I tried to upgrade one of the add-ons the other day, and since then it hasn't been available.

It sounds like your network could be rejecting the connection to the marketplace. You'll want to run through these articles to test your connectivity:
Failing that, I would recommend manually resetting UPM or manually upgrade UPM.
If you're running behind a firewall or proxy, you can disable it and test your connectivity without it. See How to Bypass a Proxy to Test Network Connectivity for more details.
