can't add user

when i add user  prompted the following :

Unable to display this web site  http://xx.xx.xx.xx:8010/admin/users/docreateuser.action web page may be temporarily unable to connect, or it has permanently moved to a new url

error 330 (net::ERR_CONTENT_DECODING_FAILED)：unknown error。

Hello there,

Be sure that the user that you're using to create this new user belongs to the confluence-administrators group. This group has the "super powers" to add an user.
