Tickets from one of our users are not being created in Jira when they email the designated email address. The user's directory is on a delegated LDAP authentication system. We are thinking that somehow their email address has been black listed because other users can submit tickets in this manner.

No they can not manually create tickets as their account is inactive. However other inactive users are able to create tickets just by emailing the specified email address.

Inactive users will not be able to create tickets via email. Interesting to know that other inactive users are able to create issues via email. Here is a open bug

If you have default reporter, you should be able to have tickets created, however that does not work.
If you can update the email address of the inactive user , then it might work. The issues may get created with the default reporter.

Thanks! We are using a reporter for issues. How would i update that users email? like in what way are you talking about?

I am referring to an update to user's profile. If you can update email address of the inactive user, that may work.
