Yes, you are correct, you can never assume an add-on will be compatible with a version. You should always read the version list provided by vendors.
The universal plugin manager does do this for you - it won't show you versions that are not listed as compatible with your current version of the software.
It would most probably be forward compatible except for major revisions. Just be careful when updating when the developer clearly marks it as not workable.
