Yes, your admins are free to write such a page.
I'm guessing that you want to automate it though? If so, you should be able to write a user macro that can read through the add-on list and display information.
However, either way, I'm not sure it's a lot of use. The only people who really need to care about this are your admins, who can go visit the "manage add-ons" page when they need to know.
