Can confluence be configured so that users don't actually need to "logon" to the confluence site, but instead have confluence use the username and password that was used to login to windows?

You should search for authentication with kerberos or ntlm - here are some good links to get started: https://confluence.atlassian.com/display/DEV/Single+Sign-on+Integration+with+JIRA+and+Confluence
