Why my Confluence table has no fixed width?

I am administrating Confluence and want to adjust table width for each column in Edit page. Unfortunately, I failed to find out the options "Responsive" and "Fixed Width". How to get the options? Thanks.

My Conf version is 5.9.12.Why no Responsive and Fixed Width.JPG
