Why doesn't a Confluence anchor produce an HTML anchor?

This question is in reference to Atlassian Documentation: Anchors

I added an anchor in a Confluence page, and I can see the anchor, but it doesn't produce an HTML <a name="..."> element. Why not? I want to send email links specifically to this anchor.

Hi Jason,

What version of Confluence are you using? This is a known issue. Please check the following bug:

CONF-24703
