Why am I getting an error message that says "We can't create that blueprint right now" when trying to create a personal user space

Why are only SOME of my users getting an error message that says "We can't create that blueprint right now.  Transaction rolled back because it has been marked as rollback only."  when trying to create a personal user space.   

I am on Confluence Cloud.  Any help is really appreciated.

I thought maybe this was a glitch - still happening though
