At the bottom of the Space Directory there a message: "Your space administrator can organise spaces into categories."
This suggests that there is a type of permission that allows a level of access to all spaces in order to assign such categories.
a) What is that permission called?
b) Can I look up who has that permission?
The person in the "confluence-administrators" is something like the "super-user". The person has the following rights
Going by the names, you would think the 'confluence-administrators' group and the 'Confluence Administrator' permission are related – but they are not. Granting a user or a group 'Confluence Administrator' permission is not the same as granting them membership of the 'confluence-administrators' group. Granting the 'Confluence Administrator' permission enables access to only a subset of the administrative functions. Granting membership to the 'confluence-administrators' group gives complete access.
Just take a look into the confluence-administrators group and you can see who has site wide permissions.

They do not, you'll need to have the admins publish the list somewhere, or rely on "get help" emails going out to them if that is enabled.
