Whitelisting users to grant access to a page

Is there a way for Cloud accounts to allow for whitelisting users to access a page within a restricted space? Everything I'm finding seems to say that page level restrictions can only be further restricted (blacklisting) as opposed to being opened up for individuals (whitelisting). I did find an add-on https://marketplace.atlassian.com/plugins/com.keinoby.confluence.plugins.share-attachments?_ga=2.196154284.1239604984.1539874816-1325632086.1500917560, but that is only for Server clients. Is there any way to achieve this?

I don't know of any Cloud related addon and certainly not OOTB.
