You need to give the issue a value for "raised during", or remove the "this field is mandatory" from the field configuration scheme.
Check you've not hidden it with the "configure fields" button, and also look for "where's my field"

You didn't need to add a new field, you need to ensure the existing "raised during" field is on-screen and you put something into it.
