I assume you mean the site-wide announcement/banner. You could try the syntax on this page listed under the Displaying an image from a remote location heading. You would need to attach the image to a page, view the image and copy the URL. You may be able to refer to the attachment ID (found in the URL), but my Confluence skills are not that advanced. We're using the Random Content macro there, which animates content from a set of child pages. (the images go in the child pages.)
