if it’s not something you are looking to learn yourself you would probably want to look at the partners: https://www.atlassian.com/partners
If you’re looking to learn yourself there’s a lot of trainings made by Atlassian. https://www.atlassian.com/university/training
the community is great for finding answers to specific questions you run into. However if you don’t have the time, then the Partners have experience with all sized instances.
the other option would be to hire a Jira admin. One problem companies run into is getting help setting it up initially then it getting out of control. You really want to have someone that can help maintain it. Which is why you’d want an admin or hiring a consultant.
