What sort of server is this on? With Linux, you'd need to make sure you have Confluence installed as a service. Typically, we install by unpacking the tar file and manually adding it to the startup tasks using chkconfig. If you use the installer, I believe it will perform this step for you. https://confluence.atlassian.com/doc/installing-confluence-on-linux-143556824.html

With Windows, you'd need to make sure it is installed as a service. https://confluence.atlassian.com/doc/installing-confluence-on-windows-255362047.html
